The San Francisco Public Library’s Government Information Center offers access to hard-copies of San Francisco’s Municipal Code.

Among the duties that San Francisco’s Charter vests with the City Attorney is to “prepare, review annually and make available to the public a codification of ordinances of the City and County then in effect.” (S.F. Charter §6.102(7))

The San Francisco Public Library additionally affords the public access to hard-copies of current and historical San Francisco Municipal Codes at its Government Information Center.  (But they are not available at branch libraries.)
